Often, the 32-bit WIndows 7 users cannot use the excess memory if they have installed 4GB or more Ram in the PC.
Here's how you can use the excess memory.
Simply go to this link : http://www.eboostr.com
& download the software. After downloading, install it and restart your PC.
After restarting, Eboostr control panel will open up and will scan for unused ram by the OS.
Currently, It can only be used for cache. One can also use flash drives as cache. IF you like the software, you can buy it too.
