first of all i would like to start with messing with your VGA's bios might brick it so you will need a potion of bravery and a potion of luck to start doing this tutorial and +10 risk debuff :D

Few days ago my Asus R9 280x DirectCU ii top showed weird grey lines as if iam losing signal to my vga, then pc restarted and kept showing "video failure TDR atikmpag.sys BSOD with loop restart"

1st try I cleaned the card from inside out

but that did not help after days of digging only that solution worked
Flashing the GPU's bois
If you can't install drivers on your windows for vga cuz it crashes once the driver starts installing.
1-you will need an on-board vga install drivers normally on that integrated vga ( the integrated vga drivers)

2- close your computer install your external video card

3-from motherboard's bios you will have to force using integrated vga to override the use of the external vga

4-now both VGAs are installed and should be recognized by the system

5-the most important part here is to go and download gpu-z and use it to backup your current external vga's bios

Then follow this guide

https://www.youtube.com/watch?v=94s_aAVtgb4 (not my tutorial)(and I owe this guy 3000 Egyptian pounds) as he saved my VGA)
he is using Nivdia flash tool so for ATI users you will need to download atiflash tool

GPU-Z - http://www.techpowerup.com/downloads/2627/techpowerup-gpu-z-v0-8-7

GPU BIOS - http://www.techpowerup.com/vgabios/

HP USB Disk Storage Format Tool - http://files.extremeoverclocking.com/file.php?f=197

Windows 98 boot files - http://www.techpowerup.com/forums/attachments/win98boot-zip.65091/

ATIFlash -(Check for newer versions )
http://www.techpowerup.com/downloads/2531/atiflash-2-71

as he will mention
1- Backup bois is how i fixed my vga
2- you will make a boot-able usbdriver
3- you will flash the ROM you downloaded earlier ( matching your vga)
the command he mentioned in the video did not work for me ( even after using ati instead of nv)
So I used those instead.
atiflash -f -p 0 romname.rom ( tried and working)
or
flashrom -f -p 0 romname.rom ( didn't try cuz the first one was working)

now if the new bios u downloaded worked fine, then gratz
if it didn't work fine and the vga didn't allow u to view anything when u connect the monitor to it ( as it did with me)
just re-flash the original bios(the one you backed up at the begging ) to your vga, and it should work after a clean driver installation ( after removing integrated graphic card drivers)
Idk why did it work after reinstalling same supposed to be corrupted bios .. but newbies luck maybe :D
I hope this will help others as it helped me and sorry for this being my first tutorial have a good day!
