The higher the happiness of your settlement, the more productive your settlers will be, so it is definitely in your best interest to keep your people happy.

Step 1)Provide the basics for your people.
Each settler has basic needs that are going to need to be met in order for them to be happy, and it's up to you to build what they need for this. Each settler is going to need a bed that they can get to, it can't be blocked, one unit of water, one unit of food, one unit of protection, and their bed needs to be covered from rain. If these needs are met for each settler, then your happiness will be at 80 as a base starting point.

Step 2)Give your people shops.
Once your people are settled in, they are going to want places to shop from to buy things they'll need that you aren't already supplying. The best shop for this would be the food and drink vendor. A tier 3 version of this will provide 40 happiness points to your settlement on it's own, to go with the 80 you can get from each settler. Those 40 points are divided among the settlers , so if you had only two you'd have a happiness rating of 100 from that alone, but if you have 20 then you'd be looking at 82. The medic, clothing, and general vendors will all also raise happiness.

Step 3)Give your settlers a few pets.
If the internet is any example of this, people love their pets. Your post apocalyptic settlers are no different. During your travels you have a chance of running into someone selling junkyard dogs. Purchasing one of these for your settlements will increase both the happiness and the defense rating. Also, if you have the Wasteland Workshop add on, you can build cages to catch dogs, and cats, that will also raise the happiness in your settlements. You can also capture gorilla's, which provide double the bonuses of a dog to both happiness and defense, but you have to have completed the quest The Nuclear Option and gave the evacuation order. Once that's done you can build these cages.

Follow these steps, and you should have both a thriving and happy settlement in no time. Happy travels!
