Achieving a cultural victory in Civilization six is done a bit differently from other civilization games in the past. Rather than spreading your culture and influence alone, you must attract tourists from other civilizations to come visit your own. Once you have more international tourists visiting your civilization than any other civilization has domestic tourists at home, you will achieve victory.
Step 1)Start generating culture early.
The earlier you start generating culture, the better shape you will be to start attracting those tourists in the late game. Do this by focusing on theater districts, and surrounding them with wonders.
Step 2)Recruit archaeologists when you can.
Great writers and artists are great for providing culture, but the archaeologist can be produced much easier with an archaeology museum. Fill your museums as quickly as you can with archeological finds and they will bring people in from far and wide to visit your civilization.
Step 3)Don't forget to steal.
Use your spies to help you along the way! If some other civilization has created a great work of art, send in your spies to steal it from them and bring it back to your own districts to work at generating more culture and tourism for you rather than your enemies.
As long as you can keep a hold of great works, and are building up some good theater districts in all of your cities, you should be able to secure this victory once you get the right technologies and civics to give you the boosts you need to really bring in the people.
