The Action Center is that side window activated by the little button in the taskbar that looks like a chat icon. If you don't use the action center, but have a tendency to click it by mistake when you're trying to click something else next to it, or if you just want a little extra space down there, it's surprisingly easy to find the well-hidden option to toggle this icon's placement.

Step 1:
Right click the Taskbar and click Settings

Step 2: Scroll down to "Turn system Icons on or off"

Step 3: click the switch next to Action Center so that it reads "Off"

That's all there is to it! I dealt with this icon for a couple years before I finally discovered it could be removed, so hopefully this helps someone else as well. Below is a 30 second video that guides you through the steps in case you need assistance. Thanks guys!
