PC running slow? Try refreshing Windows (Windows 10)

Recently, I upgraded my computer from a GTX 750ti and an AMD X4 860K to a GTX 1070 and an I7 6700K from Intel. There was a problem, my computer was running games much slower than expected. I was stuck for months without a clue what to do, ordering new parts and such to try and fix the issue. My components weren't working as hard as they should've been. I knew this because the temperatures of my GPU was around 45-50 under load and CPU around the same. How did I fix this? I refreshed Windows 10. It was a simple process and for some reason, it worked. I am now getting amazing performance in games that I expected to get from the start.

To refresh your PC, do the following:
1. Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
(If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, click Settings, and then click Change PC settings.)
2. Tap or click Update and recovery, and then tap or click Recovery.
3. Under Refresh your PC without affecting your files, tap or click Get started.
4. Follow the instructions on the screen.
