Ive got a 3mb Broadband cable connection, my friend lives 75 meters away but
cable hasnt been laid on his side of the street, theres 3 brick walls
between my PC and his.
Whats the simplest and most cost effective way of letting him access my
downloads folder and possibly even letting him share my Internet connection
?
Do I just need to install a wireless network card in each PC or wont this
have the range ?

I seriously doubt that you'd be able to establish a reliable connection
that way, maybe no connection at all. On the other hand, if you install
wireless cards in each and use *directional* antennas, preferably by
putting them in line of sight of each other, it almost certainly would
work. Get creative in finding a way to not have to shoot through all the
walls. Perhaps using more powerful wireless cards would help, such as
200mw models.
