Windows 7 hanged up while reformatting

Hello,my computer crashed. There must be a virus. Then while I was reformatting it, it get stucked after it restarted. all i have on screen all day is the logo of Intel

Help Please.
I cannot get in the BIOS also

Can you get the DVD out of the drawer? Straighten out a paper clip and pop it gently into the hole provided in the drawer if all else fails.
