Your question, near the end, is kinda funky but here goes.
Short answer: No.
Long Answer: DVD's, DVD's, DVD's. Check the back of any DVD case (game or movie) and you should find the region in which it's coded for. If you're in America you're gonna find NTSC. The Japanese use NTSC-J for their DVD's and games. So the way around this would be to either get a Japanese PS2, a non-region specific PS2 (???), or a swapdisk which normally go for $30+.
