It seems like it would be much better than hot-swapping to install a new bios over a corrupt one. And you also have to have an extra mobo that is identical.

Yes. It works just like a "Hot Swap", but the swap is done using a switch instead of physical removal, eliminating the possibility of putting the chip in wrong while the thing is running.
