The stock HSF is adequate - unless you overclock or have ambient temperature issues. Also, it's strange, but a lot of people get a kick out of modding up their systems to be better than stock. I’d even though some LED’s into the fan for fun.

PC2700 will do fine with current specs. But for future upgrades, it's better to buy Corsair XMS PC3200 CL2.0 DDR, since DDR-II is not taking place of DDR till 2005. However, there's no reason for buying PC3500 DDR.

Errr, forgot to add. Don't buy ASUS 48x/24x/48x CD-RW. It's a noisy beast. Same thing applies for ASUS 52x CD-ROM. Instead of ASUS 48x/24x/48x CD-RW, buy LiteOn 48x/24x/48x. It's cheaper and better. Also makes lot less noise. You can get a LiteOn 16x DVD-ROM (which is currently the best DVD-ROM) if you spend of ~$15 more.

You can also think about buying new Maxtor 7200 rpm, 8 MB Buffer HDD's instead of WD special editon HDD.
