hey i was wondering if it were possible to buy notebook parts, to build one. i have found places to get p4"m" processors, but i wasw wondering if there were places to buy mnotherboards and cases and lcd and stuff like that

No. There are several companies that make "barebone" laptops for smaller companies to purchase, but these are simply a laptop with the hard drive, CPU, and RAM removed, and you'll probably not find them in single units.

If you've got the $$$, yes.
You can buy secondhand and scrap notebooks just as some PC companies do and refurbish/upgrade.
But is it worth it when it would probably be cheaper to buy new.
