Renaming CD-R disk

Using XP Pro SP2 and Roxio v7 Easy Media Creator. I believe it is a
security policy that needs modified:

Log in as administrator I'm able to name/rename a CD-R disc using the
drag-to-drop type CD-R. However when logged in as Power User or less, no
one is able to name, rename the CD-R disc (access denied message comes up).

Is there a policy that I can revise so that renaming discs on the CD-R/RW is
possible, at least for Power Users?
