16-bit program Temp file initialization error -temporary f..

Just bought a new PC w/XP Home edition. Tried installing one of my
daughter's game-type programs (circa 1994) that runs fine on 98se, 2000pro,
even runs fine on this new XP-Home machine w/Administrator type user ID.

When I attempt to run this program (Incredible Coloring Kit (ICK.EXE))
logged on with my daughter's non-Administrator ID, I'm getting the error
message:

C:\DOCUME~1\Nina\LOCALS~1\Temp\. A temporary file needed for
initialization could not be created or cound not be written to. Make sure
that the directory path exists, and disk space is available. Choose 'Close'
to terminate the application.

The above message is accompanied by CLOSE and IGNORE buttons, both of which
terminate all attempts to run the program.

I have verified the following directories (folders) exist:
C:\Documents and Settings\Nina\Local Settings\Temp

I've also been able to successfully copy and paste exsiting TMP files in the
above folder as well as delete TMP files in this folder, thereby assuring me
my daughter's ID has read/write/delete rights to this folder.

Any ideas???

Since the programs runs successfully with Windows XP under a Administrator
type user ID, it would not seem like Windows Compatibility settings would be
likely to fix this problem. If Compatibility Wizard and options modify
administrator and non-administrator type access rights, then I'm dead wrong.
Can someone help me out here???
