I am having a problem with.. when I'm on a page (website) that I want to
place a shortcut on the desktop, I click on Add a shortcut, etc., and it
acknowledges that it has, but there is no shortcut icon on the desktop.
There is plenty of space on the desktop, so it's not maxed out.
There are other times, when I cold-crank the pc, some shortcuts that were
there previously have disappeared.
Any idea what is going on and how to correct this?

Amber,

I assume you're referring to "Create shortcut" item in Internet Explorer context menu. ( I don't see the context-menu item named "Place a shortcut on your desktop" )

1. It's possible that the shortcut is created in the Desktop, but the view is not refreshed automatically. Press F5 to see if the shortcut has been created.

2. Right-click Desktop > Arrange Icons by > Align to Grid.

Another way to determine if the shortcut is created or not, is to use FileMon from www.sysinternals.com. In the Filtering options, include IExplore* and at the bottom, uncheck every options except "Log Writes"

When a shortcut is created by IE, FileMon reports something like this:
