Since it's only during the cut scenes, I imagine it's a driver issue. Make sure you have the most up-to-date drivers for your sound card.
Go to Start > Control Panel > Device Manager. Then click "Sound, video and game controllers" and double-click your audio device (probably called something like "high-definition audio device"). Click the Driver tab in the window that opens up, then click "update driver" to manually update it.

P.S. I'd like to know how Resident Evil 5 is. Number 2 is one of my all time favorite games and I haven't been able to get around to playing 5 yet, although when Fall begins I'm definitely buying it since it's cheaper now.
