new mobo won't boot from CD

Hi, i have a brand new VIA EPIA mini-itx board. i hooked up a 250w power supply, hard drive, and a new cdrom. when i try to boot to a winXP cd, I get this error message:

PXE-E61: Media test failure, check cable

PXE-MOF: Exiting Intel PXE ROM.
Boot from CD : CDBOOT: Couldn't find NTLDR.

I have tried several different IDE cables, jumper settings, and CDROM drives, as others have suggested. I have also tried 5 different WinXP CDs, all of which worked on other machines. Both burned copies and the retail CDs gave the same error.

I get this error even with only the cdrom connected, as primary master. What can I do to make it read the XP cdrom? I want to get the OS installed and test this system out!!! Can anyone shed some light on this?

disconnect your net card first of all as that id mentioned in the error report. then format and fdisk your hdd and try again. also go into bios and and make sure its not trying to boot from network
