How do I set up the guest account so it may dial up the internet?

The "Network Connections" folder comes up blank. And I do not see
how to temporally set up the guest account to have administrator
rights.

The Guest account is heavily restricted, and you can't grant it
administrative rights. In fact, you should leave it disabled and create
another "limited" user account for other users - things will work fine.

I understand it can be confusing given that the Guest account already
exists, but it really is best left disabled. A limited user account is more
appropriate, and gives users the ability to "use" the computer, without all
of the powers that go along with being an administrator.
