For some reason my frame rates have dropped to the point where games I used to play pretty much maxed out are now frustrating to play because of the jerkiness. I've tried running EndItAll to kill anything in the back ground, but it's still jerky. Oblivion isn't even playable anymore and Bioshock gets irritating when I'm in a battle. My hardware is listed below in my signature. Any help would be very much appreciated.
I'm going to take it for granted you've done the usual antivirus scan, spyware scan, defrag, scandisk, ccleaner, etc etc etc to get all the little nasties out of your system.
Something some people forget is to clean up old drivers, so get yourself a nice driver cleaner, download the latest drivers for your card, get rid of the old ones, clean, and install the new ones (might need a restart or 2 between some of those steps, depends on the cleaner).
Might be time for the old clean start if you really want to rule out disk clutter, format and reinstall. Make sure to backup things like saves, Steam games (oh yea, like I want to download that 30gb again), and such.
Apart from that, your rig looks to be pretty solid so I'm going to rule out parts fading due to old age. Might want to check your voltages though just to be sure.

I'd really like to avoid the "start from scratch" route if possible, but I know that sometimes that's the only way to go. Yuck. I've been looking at some of the PSU tester out there. They seem pretty handy and quite inexpensive.

im going to suggest Dust, take you machine apart and clean all the HSF you can go as far as to reseat the HSFs and replace the thermal paste, but its probably not needed.
i find after about 1yr and a half my system starts to slow and crash randomly caused by the fact its on the floor sucking in dust and overheating, i clean mine out about once a year and dont have any more problems.
