All Users to single user

on a pc, win xp pro, all applications were been installed for All Users;
is there a way to give only to one user the ability to run any specific
application or should i disinstall these ones and reinstall for one single
user?

to "give only to one user the ability to run any specific
application", remove all access permissions to the folder containing the
specific program files, from all user accounts (except Admin).

then add access permission for one specific user account, to the folder
containing the specific program files.

can i make it on FAT32 filesystem too?
i wold like to remove links in Start->Programs folder but not for every
user;
is it possible?

access permissions i was referring to only apply to NTFS file system,
and does not apply to FAT32. you really should convert to NTFS, if you
are using XP.

what's on the Start > Programs menu is what's in the Programs subfolder
of the Start Menu folder, under All Users profile and each user's
profile. to move it out, simply cut and paste from the Programs
subfolder of the Start Menu folder of All Users profile, and paste it
into individual(s) user(s) profile that you wish. however, this does
not stop a person from running the program from the Run box or Explorer
window.
