That depends on a couple of things...

What CPU it is, how much RAM you have, what graphics card you have, if the game's actually installed, if you've got enough free hard drive space to install the game, if you even have a dvd drive to install it in the first place, if the pc is plugged in, if you're trying to run a PSU that only likes a 120V supply in a country that supplies 240V at the wall, if you're after putting your PC near a very strong magnet, if the PC is going to get struck by lightning after starting the game, etc. etc. etc. etc.

Really, just saying 'a dual core pc' is about as useful as saying 'a dell pc' or... 'a pc with a monitor'.
