Look at running vista so as to use dx10, and also change the card to 1gb, even then you will not be able to run textures at max, as 1.5gb is needed for this but dont worry about it too much.
The 4890 is a sweet spot for this game at the moment and its the minimum at 1920x1080 with everything turned up to the max, or of course if you like Nvidia the gt275 is also a brilliant card just a little more expensive, but it is physics enabled for games that support it so bonus, sounds like a sweet build.
Have you thought about 3x2gb triple channel memory and vista64bit as this will be better in the long run for the price of the build.

it will run fine i got an ati radeon 4870 1gb and run everything maxed at 1680x1050. the only thing i can't max is the view distance it aotu limited by your graphics card you need 2 4870 to max this damn thing or so i found out. anyway botm line is you need 1gb+ for greater view distance
Finally, i got my new Msi Gtx 260 Lightning Edition it has 1792 mb or 1.7 gig
i can run the game to the max and even the rendering settings and etc.. holy cow...

Is there enough video ram leftover for adding mods to GTA IV?
