GTA IV "not responding"

Hi guys, ive been scouring the internet for answers to my problem and im at a point where theres nothing new left to read and try.

I can assure you ive got correct drivers for my display, microsofts 3.5 framework, sp3, and a legal copy of the game.

I can start the game fine, its as soon as I start driving, it seems as if the game is too much for my computer to handle, and freezes. (The framerate is fine, its just as soon as I move the camera around quickly or drive the car it freezes and goes not responding)

I lowered all the settings, and it makes no difference.

I updated the game to the latest version, and it offers more graphical options, but still the same problem!!

I rebooted in safe mode, removed nvidia drivers, reinstall them and still no cigar!!
