Ruby/Sapphire: Rochet Launch Please Reply

Is there a way to go into space and catch Jirachi or the Dexoys on Ruby or Sapphire Version? If so, what do you have to do? I'm on 197 and haven't had the ability to go into space. I haven't seen the ad/newsflash on the TV either. Anyone know what to do? Please leave me a message on your thoughts!

From what I know, no there is no way to go into space (wouldn't you and your pokemon die if you did!?) And I believe that the number of rockets launched is either based on the number of days since you started the game with that specific character
