Steam download problem

I just purchase unreal tournament 3 from steam and when the download complete 100%(the folder of the unreal tournament 3 was 8,5GB the actual size of the game) then suddenly the download start from the beginning 0%!!!!!!!!! The folder of the game stills remains 8,5GB and all the files of the games is there. What is going on?

That means it's downloading an update to the game, no big deal.
