Got the desktop tabs back but the background and brouse selections aren't
highlighted to say that they are active.and if I put a picture up as
background I click streatch and have to restart the computer to get the
setting to take effect.

Open Regedit and navigate to:

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System
-and-
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System
Backup the keys.
Delete the values "Wallpaper" and "WallPaperStyle" in the right-pane.
