I have a e6300 cpu and an x1950 pro pci video card in my system, I know they are both nearly dinosaurs now.
I was wondering if I had to upgrade my CPU or Video Card, or both to get GTA IV to play at max settings.

GTA IV is a pretty good game. however i think you should wait a while before buying a new CPU and GPU.

For max settings you will need to wait couple of years for new hardware to come out and then buy that.

You need a core i7 to run max. A GTX260 should help in graphics too.
