Here is what you need to do.

1. Start by setting up one of your user accounts the way that you want.
2. Once you have done this, reboot your computer and log in as the
administrator.
3. Go to My Computer
4. Go to your C drive
5. Go to Documents and Settings
6. Go to Tools and Folder Options
7. Go to the View TAB and click on show hidden files and folders
8. Go to the Default User Folder and delete everything in the folder
9. Go to the user account that you want to duplicate
10. Copy the entire contents of the folder
11. Past into the Default User Folder
12. Create your second user account
13. Log out as administrator and log in as your new user account

Every account that you create from now on will have the same set up as your
two user accounts.
