I was just wondering if it's normal for me only to be able to play on a max res of 1024x768 on my 4650 512mb. I want to play with atleast my native res which is 1280x1024. Games that I play are fairly modern (crysis, gta4, fallout, prototype, gears of war, assassins creed and such). Once I go over 1024x768 it gets quite sluggish, playable but not enjoyable.

congratulations

your gfx card is not powerful enough and you will be getting a newer more powerful model in the ear future

a 4850 or 4770 work well at your native resolution

Hmm, was thinking, the 4650 is the bare minimum for gaming these days, but at the resolutions you are playing at you may have your CPU creating a bottleneck here and not your GPU!

What CPU are you running ( speed as well ) and how much memory, Finally what OS are you using?

All the games mentioned here really like at least a C2D (2ghz and above) or Athlon x2 (faster clocked ones) or better and 2gb memory XP or 4gb memory Vista

if you match or exceed these then it definately sounds like GFX upgrade

Could be CPU, but i doubt it, unless its a Pentium 4 or older Athlon X2.
