On my XP os when say, I close a program and then reopen it, and after
reopening it, I want it to be the first item shown in the tray, can I
change the order of items to what I want

No way that I know of. In fact, my icons all load a little differently each
time. A "first one through the gate is first in line" deal (first to
successfully load during startup).

There may be third party tray/notification area managers that allow you to
move things around to your liking. I've never looked for any nor tried any.
A search at one of the software download sites (download.com, for example)
may turn up something.
