I'm looking for the best steering wheel for pc for close to about 40 dollars
is it possible to get a decent one this cheap
i dont mind if i have to hack a console one as long as i get instructions on how

Your best bet would be a used Driving Force GT on ebay.

thank you for the feedback, but i decided that i would go ahead and spend 20 extra dollars and get a momo wheel off ebay. I appreciate the help though
