Such condition is caused by a damaged userinit value in the Winlogon key
due to an inapropriate removal of spyware such as Blazefind... these type
of programs make changes in the Userinit value that the antispyware program
is incapable of repairing as it removes the spyware.

Have you made any important modification lately?...
have you tried to logon with last good known configuration?
have you tried to logon in safe mode?
have you tried Safe mode with system restoration?

(repeat F8 at powerup)

You'll have to try and repair the registry, follow the instructions in the
next KB article
The procedure that this article describes uses Recovery Console and System
Restore. This article also lists all the required steps in specific order to
make sure that the process is fully completed. When you finish this
procedure, the system returns to a state very close to the state before the
problem occurred

How to recover from a corrupted registry that prevents Windows XP from
starting
