Example:
A 60Hz moniter draws an image 60 times per second
A 1.0GHz CPU does 1 Billion clock cycles (load/execute/send) per second
I though a Hz stood for one complete cycle per second

For instance, one complete in and out heart beat, one complete wave of a vibration or one complete picture on picture off of a video signal. So a Hz describes completed cycles in a second in general not just status in second intervals.

On a side note I find this subject mind blowing... Try to get your head around a chip with near 1 billion components, all switching at a few billion times per second, without fault for hours / days / weeks at a time.... My head hertz!
