The sims 2 binning custom lots

I have created an apartment building according to the apartment Building Tutorial from EA, and
furnished all of the apartments, putting the prescribed Apartment Door on each of the apartments
in the building.
Having read some of the problems that can occur, including losing all the furniture, which took
considerable time to place, I have decided possibly putting it into a bin would safeguard it.
I have packaged a lot before, and binned before. But when the lot was binned, as soon as I placed
it back in the neighborhood, it disappeared from the bin, unlike the other lots stored in there, both
custom and Maxis original.

I tried packaging it then to see if a copy would stay in the bin after putting on a lot. It did not.
How do I get my apartment building to stay in the bin for use in other neighborhoods and to replace
if it gets messed up once I use the "changelots" cheat?
