The only way I've been able to get it is with ALT 0128 (on the numeric
keypad).

What is "Gr" as in Alt Gr 4?

The key to the right of my space bar is another "Alt" key and so is the case of the rest of the
keyboards in our office, including a laptop.
Do some keyboards have "Gr" to the right of the space bar? Alt 0128 = ?

US keyboards don't. Those in the UK do. I'm not sure about
keyboards in other parts of the world.

I use a little freeware background program called AllChars. This
lets me type many common special characters (many of these are
used in other languages) including the Euro symbol by pressing
the ctrl key followed by a two character mnemonic combination.

For example, for € the two characters are e and =. For ñ they are
~ and n. For ç it's c and , For ü it's u and "
