Left 4 dead 2

I hope some one can help me i am unable to use cheats codes in single player or anything, i have tried everything just don't know whats wrong, now i dont' have any probs useing cheat codes with left 4 dead 2

At the main menu, select "Options," then "Keyboard/Mouse." Enable "Allow Developers Console." During gameplay, press "~" to access the console. Type in "Sv_Cheats 1" and press "Enter" to enable the cheats. Then, enter any cheat.

I tryed that but it still dosent work it says server dosent allow cheats to enable cheats enable cheats still nothing it's really pissing me off
