Is my new upgrade pc good enough to play GTA IV?

Hello guys! I just upgraded my pc so I was wondering if it is good enough to play GTA IV...
So, this is my old PC specs...
Asus P5GPL-X
Intel Pentium 4 3.21GHz
2Gb DDR RAM
ATi Sapphire Radeon HD 4770 PCI-E 512MB 750MHz Clock speed 800MHz Bus speed 40nm Shader Model 4.1
Sound Blaster 5.1
500Gb ATA 7,200rpm
500W PSU
I only got 16.07 fps on the lowest settings with these specs now can anyone tell me am I able to play with my new specs get better results and quality?

I was also wondering if the PSU is strong enough to hold these new specs cause I'm afraid of hardware failure...

Oooook... but still I will get at least 20 or above fps on low right? or maybe on medium maybe I don't know. Thanks for the reply and I do agree with you about GTA IV, I had n xbox version of it but my xbox is now broken rrod so I'm now on PC and I really love the game!
