Call of duty 6 steam problem

i have extracted all the files to my hard disc.when i run the set up it says you need internet to run steam.how can i install the game without connecting to internet.

All Steam games need to connect to the internet at least once to verify that they are genuine. After that you can choose to play in offline mode.
