That link is talking about 1.4Ghz Athlons and 950Mhz Durons. It makes no mention of a 1.4Ghz Duron. Hardly suprising, seeing as it's a link to a news story in 2001. That must be the Thunderbird Athlon core (as later cores would be listed as 'XP1700+' or whatever, not 1.4Ghz), there have been 4 Athlon cores since (Palomino, Thoroughbred A, Thoroughbred B, & Barton) and that's not counting the Duron variants.
But more to the point, a 1.4, 133FSB duron does seem to exist. AMD don't seem to want to provide a simple list of processors, which seems weird to me, but I looked around and found some mentions of a 1.4Ghz, 133FSB apaloosa[sp?] Core duron.
Anyway, let's try and solve your problem...
What Power supply are you using? Have you tried a different one? Although assuming you're using the onboard graphics that system shouldn't be making too much demand on the PSU...
Have you installed all the latest Motherboard drivers?
What sort of temperature is the chip running at?
