OBLIVION game problems

For Oblivion game -
Unable to move character across planks from shore to ship, keep falling in the water even though there the plank goes clear across. Is this a bug?

Sometimes the surroundings are just for show, graphical elements of art etc. If it is actually part of the game, then its probably a bug.

if the boat is in imperial city its a bug but if its not its most likely its just scenery
