CPU or MOBO?

Hi,
Yesterday, while putting on Arctic Silver 5 on my cpu, I accidentally turned my comp on without heatsink on. I turned it off in less than 3 seconds, but every time I turn my comp on, I get a blank screen.
When I touch my heatsink, it feels warm. Do you think it's possible that the mobo got screwed up, but not the cpu?
Specs are:
Athlon XP 1700+
Soltek KT266 chipset
Good powersupply(400 W)

Doubtfull the board was harmed, probably damaged just the right circuits on the CPU to make it completely non-functional.
