annoying error; reinstall??

XP Home. I keep getting an annoying error, # 1919. It says error configuring ODBC data source: MS Acess Databse, ODBC error 6:Component not found in the registry. Verify that the file MS Access Database exists and that you can acces it. MS knowledge base article # 324520 says that I'm missing some registry subkeys. I looked this up, tried MS's fix, only to find that I don't have a file I need in my inf. folder. It's called Mdac.inf. Can I reinstall XP over my existing XP and fix this? 98SE allowed me to reinstall over the top without losing anything I already had.
