unmountable_boot_volume message

this is the message i get when i try to start windows now. Its on a nice big blue screen, and it says that i should go into safe mode and uninstall any recently installed hardware/software. But 1) I cant get into safe mode because that screen always pops up, and 2) the only hardware i have installed is what is needed to run the computer. Sigh...this just hasnt been my week as far as working with computers. Any help is appreciated.

just reformat and load again, making sure you only have a video card, hard drive, 1 stick of ram, floppy, and cd-rom,keyboard and mouse, copy the win98se cab files to your hd and install from there. works everytime for me, long as i dont do something stupid like install winxp
