my friend doesn't have the money now, but hopes to be able to upgrade down the line sometime. This mobo is only $75 at ZipZoomFLy but he doesn't have the cash for a 400 FSB CPU or the dual channel 3200 DDR, so he want's to put in an XP 2400+ with PC2700 DDR for now, hoping to upgrade later when things get cheaper. Will this all work?

It will all work but you could get a Dual-Channel ( performance advantage in the low single digits over single-channel nForce2) enabled nForce2 board for about the same price - Abit NF7, for example. And the NF7s that are shipping now officially support 400MHz FSB.
