P4C800-E failed cpu test

My brother and I are building two identical system using theses components:

Mobo: P4C-800-E
Cpu: P4 2.6c
Memory:2x512 OCZ PC4000 Copper
HD: SEAGATE 7200.7 160 GB SATA
PSU: THERMALTAKE 480w
Audio: SBLASTER Audigy 2 ZS
Video: ATI Radeon 9800 pro 128mb
Optical#1: LITEON 16X DVD
Optical#2: LITEON BURNER

-Both Optical drives are plugged on the primary IDE. DVD is Slave and burner is Master.

The first PC is doing fine as it POST without a hitch but
the second PC refuses to POST and is saying: "System failed CPU test" when we plug a speaker on the onboard audio.

Things we tried:

-Switching both CPU: Both are working properly on the first system and both are still saying "System failed CPU test" on the second PC.

-Swapping Audio card, video card, memory, power supply.

-Reseting the clear cmos jumper

NOTE 1:

A-On the second PC (the non-working) when the primary IDE is plugged on the mobo and on both optical drives, the burner (master) del light wont light up but the DVD (slave) del light will light up and stay lit. Both trays cannot be opened.

B-On the same PC (non-working) if we unplug the IDE on the mobo, both optical drives will flash a few times and stop. Both optical drives trays can be opened.

NOTE 2:

The working board is a Revision 1.02
The non-working board is a Revision 2.0 (its a sticker)

The Big question:

-Is there anything else that we can test to make sure that the problem is the mobo?


Any help would be greatly appreciated.

Try unhooking the IDE cables! If it boots up then you know there's something wrong with the way the drives are set up, or a drive itself!

If that fails, try swapping power supply.

That CPU Test Fail message means NOTHING, just that it can't POST. Has nothing to do with the CPU anyway, any problem that prevents the system from reaching POST can do it.
