tool for fan speed regulating

i own an athlon 64 3200+ (stocked fan), msi k8t-neo fsr, sapphire atlantis 9800 pro,...

the cool'n'quiet feature is enabled and the cpu speed drops to 800 mhz, but the fan speed is not going below 3300rpm (max. at about 5900rpm !!!), allthough the temperatures are at about 35°C

i tried a tool named speedfan, but with that i can only turn off the fan, as soon as i switch to 5% it runs with the current rpm
so i wanted to ask if there is any better tool for this, or if the fan is the problem, what is an affordable quiet fan for my configuration

Zalman makes the "fan mate 1" which should work with any 3 pin connector. It's $5-7, and you can usually cut the rpms by up to half.

so there is no software out there with wich you can regulate the speed of the fan manually, although the mb is able to do it automatically

to add hardware would be my last choice
