Can I play assassin's creed 2 with windows 7 32-bit starter

It's going to depend more on your system specs.

The more important question is, WHY are you running Windows 7 32-bit starter? That's usually for machines that don't have the power to run the Aero interface which means you probably have a weak graphics card and possibly a week CPU, which means AC2 will be too much for the system.
