Windows Media Center - no internet tv option

two computers same router.
one unit has the option for internet tv - windows media center
the other unit does not have that option.
both WIN7-ult.
both units have tv cards with active coaxial but with internet tv, it shouldn't matter.
I have comcast with on-demand boxes in the house, connection to computers is analog.
why does this one computer not have the option.?
updates were ran and I'm out of ideas.

researched some threads, tried a few tricks, crashed WMC. had to run sfc/scan to repair.. still no go. manually ran mediacenterupdate and no go.
