DFI Ultra Infinity won't boot with non-SATA drives

I just finished putting together a system with the DFI NFII Ultra Infinity motherboard. It will not boot up with any regular ATA hard drive connected. I was able to install Windows 2000 on the SATA hard drive I put in there, but when I put a regular ATA drive in (whether or not the SATA drive is connected) it will not boot, it just halts right after it displays all the IRQs where it searches for boot devices. I know the hard drive is good, as it booted up before and in another computer. Any advice?

Are the mobo's chipset drivers for IDE controller installed?

Yes, but no drivers should be needed. It freezes when any ATA hard drive is plugged in. It's almost like it tries to boot from it, but somehow can't, so it just gets held up. It's very strange.
