Oblivion cheats wont work on laptop windows 7

i want to use cheats on oblivion but i press the ~ key and nothing happens i found some things about windows media center but that didn't help any one got any solutions?

what should it be changed to it was already united kingdom and i tried U.S but that didn't work either. thanks for tryin any1 else got any solutions?
